It doesn't happen everyday, and there seems to be no rhyme or reason. This is an example of a pingtest ran with WinMTR, the first column is packet loss.

Immediately afterward I decided to run a ping test with command prompt just to my router, and got 8% loss. My first thoughts were that my ethernet cable is damaged, but my roommate just hooked it up to his laptop and didn't have any loss. He usually is on WiFi and never has problems like I do.
How do I figure out what the problem is? This is a new computer I just built earlier this year. I'm going crazy. Since my roommate has no trouble on WiFi, I just ordered a pcie wifi card. The Rosewill one I bought originally didn't work. My computer wouldn't recognize it at all. I RMA'd it thinking it was DOA but the new one didn't work either. My mobo is Asus so the new card I ordered is Asus. If it doesn't work, then I guess my mobo is bad.

If sysinfo helps in some way:
