The last two entries requested for Autoruns are very important when checking for Malware/Infection, I do not really see that as an issue so see no reason to use Autoruns...

Your initial query regarding start up times is happening because of "Fast Startup" setting being enabled, it helps after a full closure/reboot. It does not help with a system restart, so explains the startup time difference...

Any thoughts..?

Tried one more time and had success. Maybe.
Tried attaching the file LAPTOP-58PSTIC9.am 686Kb from a USB drive but the file is not visible when clicking on Attach Files. No files are listed but if I open the drive there is the file. Just can't select to attach. Will try scanning one more time. Maybe because of so much lag time the file was not completed or corrupted.

Your autoruns log comes up as corrupt when unzipped. Not sure why you want to use autoruns....??

To identify some potential problem causing slow loading of applications. Just like why was the zipped file corrupt, something caused it.

There is no malware or infection on your system, DISM and SFC have found nothing wrong with the operating system. Clean Boot (all non MS services disabled) made no difference whatsoever....
To me the only way forward is to make a fresh install of windows...

Thank you for your help and advise.
Will probably do the fresh install of windows if my friend is not happy with the performance so far.

Just installed Macirum Reflect, made a clone, switched drives inside, restarted and getting ready to use Media Installation USB drive to Reinstall Windows 10 on the cloned drive. Keeping personal files and apps. Will let you know how it turns out.
