Where to find the right Internet Connect Sharing driver?

[When I right click my computer and click device manager/network adapters, I see that Internet Connect Sharing has a !

Highlighting Internet connect Sharing and clicking properties shows:
The NDIS.VXD device loader for this device could not load the device driver. (Code2.)

Driver files are presently in (C:\Windows\System\):
    NDIS.VXD, ICSHARE.VXD, ICSHAREP.VXD, VTDI.386, VIP.386, VTCP.386, VDHCP.386, VNBT.386 and VREDIR.VXD.]

When I try to update the internet connection sharing driver using the Windows98 CD, I get the best driver is already installed C:\Windows\INF\ICSHARE.INF .
