Internet Explorer freezes 8 out of 10 times

Programs I logon to freeze nearly all the time even clicking on the top right red button will not close whatever I am logged on to.
To use, "Tech Support Guy" this time I had to use, ctrl- alt- delete (task manager) click, Internet Explorer, to highlight and 'End Task'. Three times I did this and was lucky because yellow bar popped up bottom of screen informing me that my last browsing session stopped working. Clicked on "Restore session". It is not that simple always.
I searched for fix online found, Internet options-advanced tab, uncheck etc. etc.. That didn't work. All updates are up to date and I am running, IE 11 on Windows 8.1 64 bit.
All health checks show nothing amiss, so I've no idea what's wrong. ( also System Restore didn't fix it).
I've put as much info as I can remember in the hope that some one will see this and what has been tried and advise different approach. Thank you,

I have at least two browsers on every computer and my android tablet to help troubleshoot.

Download another browser and see if the issue persists. That way we can tell if it is an issue with Internet Explorer or an issue with your computer when it is on the internet.

Thanks for all replies and suggestions, believe me I have tried them all plus other things which are recommended online. There is something wrong with my system with regard to Internet Explorer. When it freezes, I have to use the Task Manager to highlight "Internet Explorer" then click on "End Task".
It doesn't fix the problem, it's just allows me to close the page I was on and start over.
I am using Windows 8.1 64 bit with IE 11.
I much prefer Win 8.1 as it has several features I missed in Win 8, plus I find 8.1 far easier to navigate.
