Internet explorer hangs every 10 min.

Hi. I have DSL, and connect using enternet300. When i'm web browsing my web browsing completely stops working for about 1-10min. every 10 min. or so. During this period of time i cannot connect to anything (AIM,E-mail etc.) I know that its not web traffic because i had upgraded my comp from ME to XP and it worked fine, but then i reinstalled ME because of compatiblity reasons, and the problem was back. I delte my cookies, and temporary intenet files like 2 times a day, but it does nothing. I already called my ISP and they solved my prob for about 10 min.!They told me to make a new connection with dial up networking.
Help will be greatly appreciated since im payin almost $50.00 for thes ervice and im on a contract. Thanks.

*IM using Internet Explorer version 5.5 (6.1 didnt solve the problem):(

Click on Start > Control Panel then double click Network.
Look for tcp/ip and list each item that has tcp/ip at the beginning>
You should see one that has tcp/ip alcatel, double click this one and change the dot from Obtain IP address automatically to specify and IP address. Then put 192.168.054.008 for an IP address and 255.255.255.0 for a subnet mask. Click OK, then click ok again. It will say you have to reboot.
Reboot and try it.
