Internet Explorer home page hijacked by bro.gov.in

When accessing Internet Explorer my default home page is http://bro.gov.in/. I am able to change the default but when restarting Internet Explorer it changes back to http://bro.gov.in/. Please find Hijackthis log below, can anybody provide assistance?
