I am running Windows Explorer 7.0. Under the Explorer icon there is a statement "No Icons" and when I click on Windows Explorer I get the message "Internet Explorer is currently running without add-ons" I can't figure how to get the add-ons turned on. When I click on tools "Manage icons" is very faint and will not open wheen clicked.

Might be the icon you are using. Have you tried running it from the start menu instead of the desktop short cut? My friend had that problem, we just replaced the shortcut.
