    It's a familiar issue.

Would you first do this, please?

Go to http://www.spywareinfo.com/downloads.php#det , and download 'Hijack This!'.
Unzip, doubleclick HijackThis.exe, and hit "Scan".

When the scan is finished, the "Scan" button will change into a "Save Log" button.
Press that, save the log somewhere, and please show us its contents.

NOTE: A small help file for HijackThis is located at http://tomcoyote.org/hjt

What I'd do for a start, is shut down Popup Ad Filter to see whether that could somehow be responsible.

If it isn't, first go to Internet Options > Temporary Internet Files and press "delete files".

Next, go to Start - Run, and type each line below separately, then press OK:

    regsvr32 Shdocvw.dll
    regsvr32 Oleaut32.dll
    regsvr32 Actxprxy.dll
    regsvr32 Mshtml.dll
    regsvr32 Msjava.dll
    regsvr32 Browseui.dll
    regsvr32 Urlmon.dll

Note: you should see a brief message after each entry that the dll has been successfully registered.

Now reboot, test IE, and repost with your results.

I KNOW it doesn't in XP.

That's why I provided the link to the Microsoft article explaining how to go about that.

You can rightclick that, and choose, "copy Shortcut" from the context menu, then paste that into the address bar.

    That will work.

I'm not sure what exactly you did now in order to reinstall IE .

And I will ask the question for a third time:

Did you shut down the Popup blocker temporarily?
