the restriction's called NoBrowserOptions (in one word).
Are you sure you spelled it correctly?

Try this article from microsoft Internet Options

CAUSE
This behavior can occur if the Inetcpl.cpl file is missing from the Windows \System or %SystemRoot%\System32 folder or if a restriction is set on the NoBrowserOptions Windows registry value.

RESOLUTION
To resolve this issue, extract a new copy of the Inetcpl.cpl file from the Internet Explorer distribution files, or reinstall Internet Explorer.

In addition to an entry NoBrowserOptions, NoFolderOptions can also have this effect.

Try this:

Close Internet Explorer

Download the attachment 'Restrictions.txt'.
Save as Restrictions.reg (so rename the extension to reg), and doubleclick it.

Answer 'yes' to have it merged into the registry.

Good luck,
