Windows/Internet logs lists the following files on my laptop:
lambd.rdb and VZDM9.ldb. What are they? Can they be (or
should they be) deleted?

Similarly, Windows/cookies has an item titled index.dat on both my laptop and my PC. What is it, can or should it be deleted, and if so, how?

The Internet Logs directory was created by ZoneAlarm. The LAMDB.rdb file and {your computer name}.ldb are ZA's databases for keeping track of the apps allowed access to the net, etc.
You will also find (maybe) a ZAlog.txt file if you are logging alerts.

These files do tend to grow over time and can be periodically deleted. ZA will recreate them, and you will need to reenter your settings, and re-permit your apps access.
