    hey

I seem to get onto the internet fine here at the dorm at college but my online games dont' seem to work. There are people here that play WoW but I am trying to play Shaiya, and it wont let me on...it says that I need to check the notice board....but my friend seems to get on just fine in Oregon and when I go to a cafe the game works fine again.....
What am I doing wrong? or is there something I can do to remedy the problem?

I would suspect that the ports needed for that game are being blocked by the college network. You will need to find out which ports it needs to use and then speak to the college IT people and ask if those ports are blocked.

Obviously, your college is blocking the game, or the port needed for running it.
