what about wired connection to the router? What's the speed you get?
What if you get close to the router over wifi? Does it make any difference.

Do you have the latest wireless driver from Dell's web site (assuming you are using the integrated adapter)?

Can you use your mobile as a wifi hotspot, and connect to that network on laptop and test the speed assuming you have atleast 3g connection. check the speeds there.
and also boot the machine in safe mode with networking option and check the speed.
I would also want you to check by connecting to wifi at a different network may be at college/office and see hw it goes there?

That's a pretty old adapter, and the most recent driver I found for it was for Windows 7 in 2011. You really found on Dell's web site a Windows 10 driver for it?
