When this is happening, the modem lights for Ethernet and internet are blinking rapidly, not sure if it is the modem or router. I am connected directly to the router.

Have you tried resetting the modem?

So connect the computer directly to the modem to determine if the router or modem is at fault.

If the modem is found to be at fault, call the ISP and have them replace it.

That is, If you lease it from them.

If the modem is yours and you bought it, then likely you'll have to go out and purchase a new modem.
