Hi are you getting any beeps at start up?
No beeps can indicate either a Power Supply or Motherboard problem.

    Try..
Turn the computer off and disconnect it from the power
Take off the side of the case and touch the bare metal chassis to discharge static.
Remove Ram..Video cards from their slots

Plug in the RAM [one stick at a time].
    Also try different slots.
    Ensure it is seated correctly.
    Reseat Video card.

Check Hard drive and Motherboard connections [IDE]
Take them off and reseat them.

Inspect the case for dust etc.
Remove the dust..do not use a vacuum cleaner

Check that the processor fan rotate.

Thanks for the reply....yes there are beeps at startup. the computer speaker is disconnected and one of the fans...I have a little fan (a room fan) to keep it cool, sitting next to the open computer box. ................I hear the beeps through my stereo hooked up to it

Have you another monitor you could try - are you using a CRT [cathode ray tube] monitor?
Likely cause is the monitor - or faulty Video Card.

Did you reseat the Video Card - removed and replaced?

You can check the current IRQ assignments..
    Right click My computer>properties>hardware>device manager.
Select view from the toolbar>resources by type.
Double click on Interrupt Request [IRQ]

But make no changes - I do not think there is a conflict.
Conflicts can occur when adding new hardware and new hardware changes have been made.

All point to needing a new video card.
