Yes you can. In Windows 10, go to Settings > Network and Internet > Ethernet > Change Adapter settings > right click on <your network adapter> Properties > Internet Protocol v4 > Properties button.

This changes your PC's ip address, which is the address used in the local network. Your ISP assigns the router ip, which is used on the internet. It may not be possible to change the ISP assigned router address, you can try by turning off the router, let it sit awhile and turning it back on. With some ISP's you have to wait a day before a different ip is assigned.
