I have the Tascam US-122. I have pops and crackles with it. Tascam told me to:

Mange
Device Manger
View
Resources by Connection
Interrupt Request
USB Universal Host Controller (Verify that there is not another device using the same IRQ number)
If the USB Universal Host Controller does have the same number as another device, you will have to install a PCI or PCM USB port and configure it to an IRQ number that is not currently being used by an other device.
No need to change this, it's normal operation. Trying to "fix" this will improve nothing, and will most likely break something.
I doubt this will have anything to do with noise in your sound card. The only time I've experienced this issue, it was a PCI bus latency issue with the VIA chipset and some audio cards. I was never able to get a 100% resolution to the problem, and I've moved on to better hardware and left it behind.
