Is there an advantage of converting a Mpeg1 video file to Mpeg2 (svcd)?

The reason I am asking is because I downloaded a movie and it is an Mpeg1 file which is really blocky and blurry to boot. I was wondering if anything would be better if I were to convert it to mpeg2 and burn it as a svcd. If that doesn't help, is there anything I can do to clear up blurryness and blockiness on a video file? Thanks again!

Its not gonna help, once the quality is ruined you can't get it back. MPEG1 could actually come out VERY good but just like anything the ripper has to know what he's doing and use the right tools. It sounds like the file you got was ripped by a rookie...
