Is there a service where they come in and setup a Firewall/router/network for a small business but then let the business control it?

Yes. There are various consulting companies that will do this for you. And depending on the manufacturer you settle on for the equipment, the manufacturer many times has professional services which will also do this for you. Companies such as Dell and Cisco are examples of manufacturers with professional services.

The process with their professional services engagement will be a conference call with you to discuss your current environment and the end state. The project manager will gather information and requirements. Once all the information they need is gathered, they will then scope out the level of work needed to complete the project. They will then meet with you again to present the proposal with a SOW or statement of work and the total cost of the professional services engagement. If you agree to the package, the project manager will then work out scheduling resources/on site engineer to begin the work. Usually part of the work being done by the PS (post sales) engineer is to also provide some very basic level of training. After the job is completed, you will get documentation which will encompass configurations of the various equipment, IP addresses, network/wiring diagrams, etc.

it appears that you will need a IT consulting company to set up and manage your network. Cisco and Dell seems too expensive for small business, but, of course, it's depending on your budget.

This is exactly what I said.

Cisco and Dell both have SMB divisions with professional services. While they won't be the cheapest around, they can be competitive. And when you look at the totality of the package you get where the manufacturer of the equipment is providing the deployment services, you can doubly hold them accountable for any issues with the setup of the environment.
