Is this Normal?

    That's a little too crispy for a Celeron. How old is the computer?

    Bought it in October 2003 from bestbuy.
    2 Years and 2 months.

    Actually, there's nothing wrong with the temperature of the processor, it's actually lower than the MB temperature. The indications are that you have inadequate case cooling, which is why the MB is running that hot. I'd blow out any dust, and consider adding an extra exhaust fan if there's a spot for it.

    If there's no place to put another fan they have one that fits in the drive bay or a pci slot

    There are fans that fit into expansion slots, I have one of them in a box around here somewhere. :)

    As an experiment, just take the case off and direct a small household fan at the MB. If the temperatures run much cooler, it's a case cooling issue.

    Looks normal to me, the case might be a bit too hot. As suggested, I would add another fan, or clear the existing fans of dust using some compressed air or a cloth (it's probably caked on, so you'll have to wipe it).
