Isolating part of a picture/removing background

I'd like to be able to remove the background of the attached picture, i.e. I want to keep the the tool that's "in-focus" (mainly yellow and black) and have a clear background. Can I do this with Microsoft Paint or Office Picture Manager or something that might come loaded with Windows XP (also have Paint.net).

Do you mean a transparent background ???
