Issues with Downloading

    Hi all,

    I've been struggling with this issue for the better part of 2 weeks now and have been searching up and down the net, trying all kinds of solutions but still this problem persists so let me explain.

    The Problem:

    I am unable to download .exe files from the web using any browser on any of the computers connected to our home wifi network. The issue seems to have developed randomly as things were all fine up until a few weeks ago. Also, if I try to check for windows updates using any of the computers connected, it will fail, as will trying to update nvidia drivers on the pc. In the case of downloading .exe files from the internet and the nvidia drivers, the download will simply stay at 0 b/s speed - simply never begin. Again, this happens now on all computers on the network. I can browse the internet just fine, although i've noticed that more images that usual don't seem to load properly, but downloading seems to be the main issue.

    Not everything is affected though, for example, downloading updates or programs via Steam works without a hitch and I can update virus definitions through the Malwarebytes program just fine, although that wasn't the case for all malware/spyware programs.

    Attempted Solutions:

    As for attempts to fix the issue, I've tried several 'fix it' programs from microsoft, scanned using bitdefender, malwarebytes, superantispyware and numerous other fixes including resetting IE and internet options and sfc. No viruses or malware was ever picked up. I also called my ISP who came out to look at it. I live in an apartment, there is a box for the ISP near the roof with ethernet cables that come out from there and drops in through the window (don't ask). Anyway, someone from the ISP came out to look at it and when he plugged his laptop directly into the cable (bypassing our wifi router all together) which connects to their box he faced the same issue (unable to download .exe files). They never fixed it and are now trying to pin the problem on us saying that they see download activity (as I can browse and download other file types like .pdf and .zip) thus the problem is on our end.

    I guess I'm just curious about what those with more knowledge might think about this issue and if they have any ideas as far as fixes. Is it possible that their server is blocking something such as specific upload requests/packets or is there a minor fault in the cable that could cause disruption such as this. Ideas and suggestions are welcome.

    its the ISP issue or the equipment
    so you all need to contact the ISP and maybe see about going to another ISP - that may get them working on the issue
