Are you trying to get the date $config['mod_rating_rem_com' days into the past/future??

    Try this instead
    Code:
$futuretime = strftime("+{$config['mod_rating_rem_com']} DAYS", time()); //get a timestamp for BLAH DAYS into the future
    $futuredate = strtotime("%Y/%m/%d",$futuretime); //convert the timestamp into a Year/Month/Day formated string

of if its days into the past change the + to a -
