Javascrtipts and Win2003

Holla people,
I am having some issues with a Win2003 server that we have just built (well not too sure if it is the server or the user). Is there a function to turn on Javascripts on the server (ie - do I need to turn something on to allow for webpages on that server to serve javascripts) If you look at the following site...... www.govt.ws (Government of Samoa), you will see that the blank spot on the left (where the javascript menu should be) is.........blank. I know there is the javascipt funtion, in the browser settings, you allow on the user end but what about the server? Are javascripts independent of the server and run on their own or do they have to be allowed at the server end?:confused:

The old server we had before was a Win2k and everything worked well on it but when we upgraded to the new one, baddabing baddabang.....problems.
