Is there a way to join or combine several video files in MPEG format into a single file for playback? I have several clips that I would like to make into a movie 'short' for distribution to family...

most video editing software will allow you to stitch together scenes from many different sources. Look for "MPEG stitcher" on Google an dI am sure you will find plent of free ones.

Here's a free one. Camel Mpeg Join. The Mpegs need to be the same resolution/specs etc for good joins. (file size/length doesn't matter)
If they came from the same source it'll be fine.
