jscript.dll and vbscript.dll MISSING!

Right this is the problem:
(I use windows xp home edition!)
I can't use windows media player, system restore OR the windows search companion!
So i've searched the internet and i found a help page here: http://support.microsoft.com/?kbid=831430#top. And if i have got it right, my jscript.dll(javascript?) and vbscript.dll are missing.
I can't use Method 1 (check the link page), and I don't know which .cab file i need to extract the files from! Ive tried the following .cab files: Win.cab, Driver.cab, Winsys32.cab and winsys.cab. And it simply won't work even though i restart my computer.
So I tried Method 2, opened the regedit and searched for the file i was supposed to find. But then i realised that HKEY_LOCAL_MACHINE\SOFTWARE\CLASSES\CLSID\ doesn't exsist at all! And thats where the jscript.dll and vbscript.dll lyes (I think).
Ive also tried the "hijackthis" software. And I can post a log if you want.

And now I just don't know what to do!
Please help!!

The jscript.dll is on page J6 of 7 J pages at: http://www.dlldump.com/dll-files/J_6.html
and
the vbscript.dll is at: http://www.dlldump.com/download-dll-files_new.php/dllfiles/V/vbscript.dll/5.6.0.8820/download.html

Both scripts reside in C:\Windows\system32

The problem is still there im afraid :(
It seems to be some kind of major error...
I guess the only way out is to reinstall windows :(
So that's what im doing next.
