Keyboard Error in Windows 7 Home Premium

My Dell desktop is getting a keyboard error when booting leaving my usb mouse and keyboard inactive. I tried disconnecting the power source for a while and then restarting but that didn't work. Does anyone have an idea of
how I may get pass this? Help.

Can you get into the Bios by tapping the DEL key immediately after switching the PC on ?

If not try the keyboard in a different Usb port, then try a different keyboard if that doesn't help.
