Are one or both of them wireless with the receiver connected to usb if so this may be the problem. Not everthing works in safe mode.

The mouse is wireless but the keyboard is not.

Unless there is an option for USB "legacy devices" and it is enabled in the BIOS, then they will not work.

Drivers are not loaded in safe mode, and the USB drivers are required if there is no BIOS support

I guess a stupid question, but how do I operate in safe mode if the mouse and keyboard don't work ?

If Inspiron 8100, use the laptop's built-in keyboard and touchpad. :)

If Dimension 8100 I think that is old enough to still have PS/2 ports for keyboard and mouse.

And did you check kiwiguy's BIOS option?
