Keyboard/Mouse delay

I apologise, I am new here and desperate for help.

I've had this issue in the past and I started feeling it in the game League of Legends.
In short my keyboard and mouse sometimes have a delay before they react ingame. 1-3 seconds of delay. Sometimes I dont feel it, sometimes I feel a bit, sometimes alot.
Now it seems if I try to go to keyboard tester and spam for example the number 2. You can eventually find a delay where you clicked it for sure, but the number appears after a few seconds. It's like keyboard/mouse stops working for the duration.
It dosnt look like it's my internet. it dosn't make much sense that after reinstalling the whole operating system, the issue still persists. I am out of ideas..
I've accomplished many guides on google about similar problems and still nothing..
MS/fps in games are very good. I don't lag, or have any performence issues. I even deep cleaned my whole computer and changed the thermal paste.
Tempertures are fine. I've tried power options to put it on maximum and probably more things that I dont remember anymore. I am running windows 10. I've had this problem for years. It comes and goes sometimes. Now it's been worse than ever. Keep in mind that this issue comes and goes and for the most part the computer feels good, and keyboard and mouse are functional. But there will be sometimes delays which I am not smart enough to fix. Please, if anybody could help me out..

What have I tried?
Calling my internet provider
Repairing the game/unninstall.
Reinstalling windows and formating the hard drive.
Updating Windows
Deep clean and thermal paste change
Double check for keyboard settings
Check for drivers, which windows says all is gucci.
Power options set to performence
Testing out keyboard/mouse on another computer
Running repair registry
Running troubleshooters in various places

Try finding your keyboard driver from the machine's vendor website. Sometimes they are better than what Windows 10 finds via Device Manager.

I tried to look up for it. But i dont see drivers that support my keyboard. Coolermaster 350ck

I reinstalled all my motherboards drivers and for a day the problem was solved. I did not do anything to the PC, other than play league of legends. Next day same problem but I a bit diffrent. Feels like it's not as often but for longer perioids of time(up to 6 seconds of keyboard not working but lights are on) The motherboard drivers did not help my mouse tho. As it feels weird no matter the day. I just know something is not right with my mouse as it feels as half of the driver is not working( I know how it feels to play without a driver ). Note: I did heavily test my latency on latency.mon and even when the latency is perfect, the issue still occurs. Also diffrent usb ports have diffrent types of lag. I've noticed that some are worse or feel slightly diffrent. Could my motherboard be done? Or is there a way I could locate faulty files on my computer. i dont know..

Hello, I had this issue with code editing, sometimes random keys would lag, other times they would not repeat fast enough resulting in bad lines.

I've searched every corner on the internet and found no solution.

Finally the only option was isolating things and a lot of trial and error which took a few days until I found a solution which was then fixed in the next release of editor.

Here is a workaround that worked for me:
In control panel open "keyboard"

Set character repeat to max 25%
Set repeat rate to max. 50% or even lower

This might be too slow for a gamer, but we're doing this only to troubleshoot problems for now, you can increase those later, up to a point where it no longer works.

Next step is to add your game (LoL game) to Windows defender exclusion list by following below steps:

Windows defender -> Virus & Threat protection -> Virus & Threat protection settings -> manage settings ->
exclusion -> add or remove exclusions -> + add an exclusion -> folder -> select root folder where LoL game is installed.

restart computer, and try out your game.
Note that if keyboard is too slow for you, you don't care for now, your primary goal here is to confirm the issue is gone even if keyboard is too slow.

If there is no positive result, attach your keyboard to another USB port and try again without modifying anything else, and so on for each USB port.

If nothing works, lower repeat rate to 25% and try all USB ports again.

If still not luck, please disable Windows defender "real time protection service" in Windows Security app under "Virus & Threat protection settings"

do not restart computer and try to reproduce your issue again with all USB ports.

If you see any change, stop at that point and try to figure out what made a difference, then you can slowly increase keyboard repeat rates to find optimum rate.
