I have recently bought a new graphic card and some RAM memories. However, i still experienced lag spikes in CS:GO. May anyone please advise me on what is the problem with my PC? Below is my SysInfo Report.

Well I know csgo is a pretty old game so shouldn't take much "horsepower" to run it, however you have a 10 year old CPU trying to power a 1-2 year old graphics card. That can and WILL most likely cause issues with gaming.

Next, your ISP. Most lag issues are either internet related or computer hardware related. Can you tell if it seems like it's the actual computer lagging or more like a server side lag?

Thank you for your reply. Does changing my processor helps with the game performance?
Is it better for me to get a new CPU or change the processor?
