Lag Time when typing/using mouse - Windows 10

In August, I posted a thread about keyboard/mouse lag time. The issue was, and still is, that when I type, move the mouse, scroll, open/close folders, click on links, etc. the action doesn't always display on the screen or responds in sync, but rather a few seconds later. Some days the lag time is worse than others! I ran all the HP utilities, as suggested, and everything works fine and passes their tests. I removed Avast and now only use Windows Defender. I also removed CC Cleaner. I have run Malwarebytes and scanned for viruses. I have disabled items in the start menu. Nothing helps. So, my question to you all is in the poll. Also, feel free to comment with other suggestions.
