Here's the culprit
RAM: 1976 Mb
You probably only have 2GB of RAM installed and your video chip is using some of that probably to augment
Graphics Card: Mobile Intel(R) 4 Series Express Chipset Family, 5 Mb
.

Win 7 with SP1 needs 4 GB of RAM so it will not limp along.

I've added more RAM so each of the four Win 7 computers in our house has 4GB, even though a 32 bit version only uses about 3.2 - 3.5GB, it still speeds up the computer.

That's a budget under-powered laptop that supports a maximum of 4 GB of RAM.

Another issue is

Processor Count: 1
Regardless of CPU speed I think Vista and newer do much, much better with multiple processors.

Processor: Intel Celeron 900 2.2 GHz, 1 MB L2 cache, 800 MHz FSB

Operating System: Windows 7 Home Premium 64-bit

Chipset: Mobile Intel GL40 Express

Memory: 2048 MB DDR3 dual-channel SDRAM (2 × 1024 MB)

Hard Drive : 250 GB 5400 rpm SATA

Optical Drive: 8X DVD-SuperMulti double-layer

Media Reader: 2-in-1 Secure Digital, Multi Media Card

Video: Intel Graphics Media Accelerator 4500M with up to 1759 MB of video memory
(64 MB of dedicated system memory, up to 1695 MB of shared system memory)
These are the marketing specs for that eMachines laptop.

-----------------------------------------------------------

Its integrated Intel video device can use up to 1.65 GB of shared system memory.

With only 2 GB of memory(RAM) currently in that laptop, it leaves very little to run Windows 7 and will give it the speed and performance of a turtle.

There's not anything you can do about the processor, but you can add more memory(RAM).
