What could be the reason for this? At first I thought it could have been because some of them had a few tiny scratches, but it just refused to play a brand new DVD so I doubt that's the case.

Is there any reason a brand new laptop would do this, or is it faulty?

Vista? For a quick test just open the drive door and give it a few puffs of canned air. Does it read CDs?

Depending on two things (other than missing Codecs) - one, how old is the computer, and two, how info-fat is the DVD? If it's an older DVD drive, and the DVD you're trying to play is dual-layered, then it won't play it (try Star Wars in the Trilogy Packs - half the returns to venders were because of incompatibilies between the DVDs and the players they were being stuck into).
