Hi My hp laptop wont turn on without having the battery plugged in and then when it is, the battery doesn't charge. Is it a problem with the hardware charging port? Motherboard? Please help, thank you.

Hi My hp laptop wont turn on without having the battery plugged in
I suspect you may mean - without have the mains adapter charger connected - plugged in
Rather than the battery itself connected

If the battery is flat then the laptop will not of course turn on until the mains adapter is connected, as their is no power source
If that is what you mean, then whether the battery itself is defective or the internal charging circuit for the battery is defective can really only be established by testing a known good battery in your laptop OR by testing the present battery in another HP - of the same model
Perhaps in this regard the local computer repair shop - not one of the giant multiples may be able to assist

Without wishing to labour the point - you said
Hi My hp laptop wont turn on without having the battery plugged in
you do not PLUG the battery in
you plug or connect the mains adapter charger

However from what you say in reply I suspect the battery or the charging circuit
Very occasionally it can be poor connections between the battery contacts and the contacts in the battery slot
OR it can be the internal charging circuit of the laptop

I would not buy anything, until you have tested as described
