Large users database question

I'm helping a friend develop a small application that will allow registered users to select photos out of an album and mark them as "favorites." The users are all contained in USER_TABLE and the photos are in PHOTO_TABLE, but how should I track each user's particular favorites? If I create a FAVORITES_TABLE, recording a unique photo id and user id per row, it seems like it would fill up fast. I could also create a favorites field in the USER_TABLE and serialize an array with all of the photo ids.

What do you think would be the most customizable, and cause the least server strain?

I think this would be a 1 -1 relationship unless you were allowing each user to pick more than one favorite. If it is 1 - 1 just put another field in the user table, otherwise make a new table for favorites.

Users will be able to select multiple favorites. So you think I should go with a FAVORITES_TABLE then?
