"Limited or no Connectivity" error! Please help!

I've tried the registry fix, the Windows KB884020 patch, and various programs to fix the Winsock and supposedly corrupt TCP/IP settings. Nothing's worked. It seems like there's something wrong with the way the computer communicates with the router.

I have a cable modem connected to a D-Link 604 router, with two computers plugged in. The one that's unable to connect, and a laptop that is able to connect to the internet (which is the strange thing about all of this). Is there some way to resolve this frusterating issue?
