    What operating systems?

If both computers are running Windows then show for both ...

Open a (black) Command Prompt window:
Hold the Windows logo key and press r; in the Run box type cmd and click on OK.

    Type the following commands:

    nbtstat -n

    IPCONFIG /ALL

[Note that there is no space between the slash and ALL.]

Right click in the command window and choose Select All, then hit Enter.
Paste the results in a message here.

If necessary use a text file and removable media to copy the results to a computer with internet access.

??? Neither PC appears to have ICS enabled and the PC with the internet access has no second adapter showing.

Do you mean that you have the switch connected to the modem and then both computers connected to the switch? If so, that is not internet connection sharing. And, it will work if and only if you are paying for multiple public IP addresses.

Best is to use a broadband router.

You could use Internet Connection Sharing, but that would require a wireless or second ethernet adapter on "Computer" and is not recommended if it can be avoided.
