A have a new build in the very new future and the sticking point is to finding a decent video card that I can liquid cool, because the video card seems to always be the noisiest component in my systems.

For that matter are "silent" power supplies realy silent? Are power supplies ever liquid cooled?

Graphics and video editing take precedence over gaming here.

Secondly how good are the on-board grahics of intel 3930k, maybe I dont even need a video card.

Well, if you're handy at computer modding, you could always do the Antec Kuhler 620 GPU mod...

Here's mine. An Antec Kuhler 620 with a custom pump/heatsink mount.
