Live Screen Streaming w/ Windows Media Encoder & VLC

Greetings,

I've asked a few different places, but I have not figured this out.

I am doing live streaming for a "virtual" airshow (flown on flight simulators) this weekend. I am using the VH Screen Capture Drive (free) along with Windows Media Encoder to do the stream. I would have people connect with VLC by going to File>Open Network Stream and they would put a IP address in the http/https/ftp/mms line.

Currently, my stream is only working for me. I put in 192.168.0.105:2162 (My static ip, only would work for me and LAN Connections, but I'm doing this by WAN) and it will not work. I tried to use my pubic ip, along with that port, and it still did not work. The Port 2162 IS forwarded both in UDP and TCP on my router. I'm wanting people to open VLC, put in the IP address, and watch the stream.

Right now, I'm at a standstill till I find how to get this live.
