Loading IE rather than Explorer?

We are looking to set up terminals that will be using Internet Explorer to load a local web page. For security reasons, it would be nice to only allow access to Internet Explorer. Is there a way to lock out a user of everythign but Internet Explorer? One person suggested something about loading IE rather than Explorer, but I could not find anything about this on Microsoft's site.

you want that users only have access to internet explorer ?
why don't you configure those users through environment tab and load there "iexplore".
If they quit they are thrown out the terminal server session.
Is that what you meant ?

Sorry, I said terminal, but actually they're regular PCs. Well, there is one terminal for some reason (I don't make the decisions, just do what I'm told ;) ), but the rest are regular PCs. So that terminal session trick would work for the one terminal, but it doesn't sound like it would work for the PCs because that would just put them back into the regular operating system if they were running a terminal session.

the only thing i can come up with is that you try to implement this through very severe policies, but i don't have experience with locking a user out of everything except one applic
