'local only' different internet problem

    ive read similar posts but mine is different please read everything.

    basically, i can connect to the internet but i cannot browse as i am disconnected randomly as fast as 8seconds! i use my nokia mobile phone as a modem via a USB cable.not phone lines, routers etc.

    nokia states i am still connected but im unable to browse. i can correct this problem my disconnecting and re connecting. but the problem still occurs. network shows that the connection is 'local only'
    after clicking diagnose, a message states... cannot communicate with DNS server(149.254.230.7)
    other posts say the ISP has been contacted but there isnt a problem at their end. i use Tmobile

    some info....

    running windows vista 32 on laptop

    use nokia phone e72 as modem via USB cable. drivers installed correctly, checked on modem options in control panel. able to use internet on phone without interuptions.

    problems started after installing kaspersky pure anti virus i think? but i disabled the protection (and kaspersky firewall) used windows firewall, problem still occurs.

    tried winsock reset/flush DNS on CMD, no help. but willing to give it another go with help

    please list all routes to fix problem(start>network>network and sharing)
    still a beginner.

    Uninstall Kaspersky and run the Kaspersky Removal Tool.

    If still a problem ...

    TCP/IP stack repair options for use with Vista or 7.

    Start - All Programs - Accessories and right click on Command Prompt, select "Run as Administrator" to open a command prompt.

    Reset WINSOCK entries to installation defaults: netsh winsock reset catalog

    Reset IPv4 TCP/IP stack to installation defaults. netsh int ipv4 reset reset.log

    Reset IPv6 TCP/IP stack to installation defaults. netsh int ipv6 reset reset.log

    Reboot the machine.
