"Local Policy Security" options missing

    I run WinXP Home SP2 with administrative rights.

    When I click Click Start>Control Panel>Performance and Maintenance>Administrative Tools, there is no "Local Security Policy" category in the right pane.

    What's up with that?

    create a new shortcut with the command line: %SystemRoot%\system32\secpol.msc /s

    make it start in %HOMEDRIVE%%HOMEPATH%

    I dont believe that option is available in XP Home.

    Tried to create shortcut via desktop but got the error message:
    ---------------------------
    Problem with Shortcut
    ---------------------------
    The name '%SystemRoot%\system32\secpol.msc' specified in the Target box is not valid. Make sure the path and file name are correct.
    ---------------------------
    OK
    ---------------------------

    In "Start In:", I have:
    %HOMEDRIVE%%HOMEPATH%
