In the process of renovating a VERY old Dell Inspiron 2650 to give to disadvantaged kids, I tried using the USB receiver in that laptop. Didn't work, so I used a wired mouse instead. The receiver had been plugged into my Win 7 Toshiba laptop, but when I re-inserted the receiver back into that laptop, the mouse doesn't work. I've tried removing both the receiver and the battery in the mouse, per some advice I read on the Web, but that did nothing. Have also tried downloading the driver. Regardless, when I plug the receiver into a USB port on the laptop, it "beeps" indicating that it recognizes the receiver. . . but it still doesn't work.

If I plug the receiver into my Win 7 desktop, the mouse works.

    What's wrong here?

Which driver, specifically? Have you tried downloading and installing the updated SetPoint?

I have. Did nothing. Receiver also does not work in my Win 7 desktop.

USB ports are not electrically neutral; they put out current. Is it possible that by trying to use the receiver in a Dell Inspiron 2650 (must be 13-15 years old), it was fried by the output from such an old computer?
