My 6 month old HP is in the shop getting a new hard drive. When I brought it in I asked the tech if it was possible to install a different OS, the one it came with it is ME. He told me I should install the ME and get the XP update. (he's an authorized repair shop).
I have disks for Windows 95 and 98 SE from other computers, but neither was from a HP. Does this make a difference? Would I be better off getting the XP update or buying a new OS?

In general installing a new OS, (not and upgrade) is the most problem free way to go. Doing that, as opposed to an upgrade will cost you an extra $100.00.

That being said, I just upgraded ME to XP about 10 days ago, and have been very happy with the Upgrade
