Loss of "Tools" tab to administer user?

In 98 I could right-click on another user, go to "Properties", click on the "Tools", tab and "administer to them with an admin password. What happened to this in 2000? Might I have something set wrong. 98 to 98 still works, but 2000 to 98 and 98 to 2000 has no "Tools" tab. I have all domain admin. rights and privledges.

Are you referring to user manager or what? Pretty vague description.

No, just in Network Neighborhood... sorry, "My Network Places". On a network of Windows 98 users, if "Remote Administration" is enabled you can right-click on that user in Network Neighborhood and go to "Properties". From there you will get two tabs, "General" and "Tools". On the "Tools" tab there is an "Administer User" button, that, when selected will popup and "Enter Network Password" dialog box to access that machine remotely (a.k.a. "Remote Administration"). Upon upgrading (maybe that's the keyword, but I doubt it) to Windows 2000 Pro, this "Tools" tab has been lost and I don't know what, if any, function has replaced it. Is there a default setting that disables this, or is it now something entirely different?
