Lost computer settings

I am on W10 1909 Build 18363.900

When the above updated everything went fine except I lost computer settings and icon on the task bar and the control panel replaced it.

Is it possible to download this again or how do I correct this situation, thank you

I do not know how to make bold text

When I start my system computer settings appeared on the task bar, THE GEAR MARKED SETTINGS. After this last update above the gear disappeared and it was replaced by the control panel icon I don't know how to say it much clearer

Right click on this Control Panel icon on the taskbar, left click on Unpin from Taskbar.
Now left click on Start Menu, right click on Settings, under More left click on Pin to Taskbar.

I do not understand, what does a user account have to do with computer settings on start up
As most settings with a Windows OS are related to the user account that is in use.
Many time when the account has been clobbered, then a temp account is used and has none of the setting that are used by the normal account.

Also the OP has not stated what settings are missing?
