Open your computer case while the computer is running and listen.
When you think you have spotted (or guessed) the culprit, unplug the offending fan or slow it down with your finger or other object to verify a change/reduction in noise.
Once you know exactly what is bad, replace the fan and the noise will be gone... fans are cheap, too!!!
If it's the cpu fan I think you want to be careful about unplugging it and letting it run without the fan very long. I think cpu's can get HOT fast, and the result can be bad... but then, I'm no expert.
As others said, if it is a bad fan, fans are pretty cheap.
