Sorry, that seems to be the best way I can describe it.

Have a fairly new HP Pavilion running Vista. Fella brought it to me said that it won't boot up. Plugged in and powered on and the power button lights up, it starts to get juice but then it just kind of settles. The fans on the board and back of the PC stop spinning and the whole machine has a slight vib running through it like it's got some juice just not enough. Though maybe it was something simple like the power supply isn't pushing out what it needs so brought in a new one with the same wattage but it does the same thing(also, took power supply out of machine and put it into another PC and it powered right up). Tried a different HD and swapped RAM around but still no difference.

    Any ideas? Motherboard issue?
