Major problem - please help!!

Hi

I have (I think) a fairly serious problem. Yesterday, after downloading a file from what I though was a safe and reliable source - I also scanned it, my pc went wrong. After running this file a message popped up with various expletives, my pc then shut down. When I re-booted all my icons on my desktop disappeared, and I wasnt able to access any programmes, when I tried the following message popped up "this operation has been cancelled due to restrictions in effect on your pc, contact your system admin".
Today, I managed to run a repair and have set up an alternate user, now the icons are still not there, although some did reappear after running reg mechanic, but after a reboot they disappear again, but I am able to access programmes. I can see that looking through explorer all my old files are still there.
Obviously I have learnt a very valuable lesson here, I would really appreciate some help with this.......:eek:
