Making MS Outlook default email program

OK, when I open a folder of pictures, I select them, right click and choose SEND TO> MAIL RECIPIENT, it resizes the pics but I do not get a new email window popping up with the reduced pics attached. I'm pretty sure MS Outlook is configured as my default email program in the control panel so why isn't it working?

Are you referring to Outlook 2007, 2010, 2013 or Outlook.com as your email program?

Open Outlook, then go to File, Options.
At the bottom of the General area, make sure that there is a check to made Outlook the default program.

I do NOT use this method of sending attachments, I always start a new email and then attach the wanted file(s) to the email.

After you have gone thru the normal steps and a new email does not appear, then look in the lower right corner for a Outlook icon.
If there click it and the new Outlook mail should open.

What ISP(s) are being used for the account setup in Outlook?
