Media skips/stutters while playing

Whenever I play media files (mp3,avi,CDs, etc.) in Windows media player, (or any other Media player) I've noticed that 4 or 5 seconds into the song I hear a skipping/stuttering of the file. It also happens when I boot my PC and it plays my "Windows startup song". I ran a diagnosis on my sound card (ok), made sure my drivers were updated (ok), defragged my hard drive (ok), ran all of my spyware and virus programs (ok), but I still get this skipping noise. I'm not even surfing the net at this point. If I open up IE or any other program, the skipping seems to get worse. I have a 160G hard drive, (90 Gs free) 7200 rpm, 1,024G or ram (600 - 700mb free) and a 2.0G processor. Any info would be greatly appreciated.
